The Governor's Office of Planning and Research coordinates state and local planning and develops statewide land use policies. These functions can only be carried out in partnership with local government, planning professionals,. and the private sector.

It is my sincere hope that the 1996 edition of Planning, Zoning, and Development Laws, will help land use authorities and professionals discharge their duties in a coherent comprehensive way that fosters both orderly development and environmental quality. These must be the goals of responsible leadership in California.
