
President, University of Nevada, Reno. Crowley was named as the
university's 13th president in 1979. Under Mr. Crowley's
tenure, research grants and graduate student enrollment have increased
by double digits. He wrote "No Equal in the World: An Interpretation
of the Academic Presidency," a book about the university
presidency in America. His interests include water quality management,
Nevada politics, and the need for new federal policy for higher
education. In 1993, Crowly became one of only two college presidents
ever chosen to lead the National Collegiate Athletic Association
(NCAA).
Chief of Staff, U.S. Department of Transportation. The Chief
of Staff serves as the advisor to the Secretary on a variety of
policy matters concerning substantive functions of the Department.
Mr. Huerta oversees the overall management of the Department
and the immediate Office of the Secretary, and also represents
the Secretary in dealings with key staff and other Federal agencies.
Before becoming Chief of Staff, Michael Huerta was the Associate
Deputy Secretary and Director of the Office of Intermodalism.
He coordinated Federal transportation policy and promoted an
efficient intermodal system.
Deputy Assistant Secretary for Governmental Affairs, U.S.
Department of Transportation. Working for Secretary Rodney Slater,
the Office of Governmental Affairs provides liaison with Congress,
state and local governments and transportation constituencies
in the private sector and organized labor. Prior to joining the
Department, Horsley served five terms as County Commissioner in
Kitsap County, which is just west of Seattle. He is a past President
of the National Association of Counties (NACo) and was the founding
Chairman of the Rebuild America Coalition.
Administrator, Federal Transit Administration (FTA). FTA is the
agency of the U.S. Department of Transportation that funds local
public transit in communities across the nation. During his career
as a community activist, legislative leader, and as chief executive
of FTA, Mr. Linton's efforts have focused on enhancing America's
mobility through livable communities, technological innovations,
and creative financing and management of local transit systems.
Acting Administrator, Research and Special Programs Administration
(RSPA), U.S. Department of Transportation. Ms. Coyner is responsible
for managing the agency's day-to-day operations and working on
critical issues affecting RSPA programs. Recently, she chaired
the Department's first education conference, Building Transportation's
Bridges to the 21st Century, in Knoxville, TN.
Prior to this appointment, she served as Director of RSPA's Office
of Policy Program Support. In addition, Ms. Coyner has served
as RSPA's Associate Administrator for Research, Technology and
Analysis.
Associate Administrator for Policy, Federal Highway Administration
(FHWA), U.S. Department of Transportation. Ms. Jeff's office
serves as the principal advisor to the Administrator on FHWA international
program activities and on FHWA policy as it relates to the FHWA
missions, programs, and objectives. In this capacity, she participates
in FHWA policy determinations and program formulation, and provides
executive direction over the activities of the following organizational
elements: Office of International Programs, Office of Policy Development,
and Office of Highway Information Management. Prior to joining
the FHWA, Ms. Jeff was Deputy Director of Planning at the Michigan
Department of Transportation, in Lansing, Michigan.
Chairman of the Washoe Tribe of Nevada and California and President
of the 24-Tribe Nevada Indian Environmental Coalition. Mr. Wallace
has been an elected official since 1980 and has served the Washoe
Tribe since 1978. His primary work has concentrated upon Washoe
self-determination and the cultural and historical revitalization
of the Tahoe Basin.
Executive Director of the Lake Tahoe Gaming Alliance, representing the hotel/casino resorts on Lake Tahoe's south shore. Mr. Teshara is a co-chair of the Lake Tahoe Transportation and Water Quality Coalition, and serves as chair of the Board of Directors of both the Truckee-North Tahoe Transportation Management Association and the South Shore Transportation Management Association.
Senior Transportation Planner, Tahoe Regional Planning Agency.
Mr. Wiggins supervises the Transportation/Air Quality Team.
He is responsible for administering state and federal transportation
programs and works with other community partners in developing
the coordinated transit system for Lake Tahoe.
Associate Professor of Applied Economics and Statistics, University
of Nevada, Reno. His research specialties are environmental and
water resource economics, with emphasis on valuing environmental
amenities such as endangered species and other wildlife, wilderness
areas, national parks, state parks, and water resources. He co-authored
a project "Recreation Demand for Lake Tahoe," a statistical
model which allows the recreational use and value for the lake
to be estimated for a sample of those who visit the area.
District Director, District 3, Caltrans, Marysville, California.
Ms. Itamura is responsible for 1,500 miles of state highways
in 11 counties. In addition, she is responsible for the Capital
Outlay Support (COS) activities for 22 northern California counties.
These activities include environmental, design, construction,
and right-of-way activities. Itamura is a licensed civil engineer
with 36 years of transportation experience. She is the first
woman District Director in the Department's 100-year history
Assistant Director and Chief Engineer, Nevada Department of Transportation.
Ms. Martinovich is responsible for the Design, Right-of-Way,
Environmental and Safety Divisions. She has been the project
manager for many projects in the Lake Tahoe Basin, including the
recently completed repaving of SR-28 from Incline Village to US-50,
which added significant erosion control facilities.
Kerry Miller
City Manager, City of South Lake Tahoe. Mr. Miller has served
in his position since 1987 and has 20 years experience in city
management. He has overseen the redevelopment efforts in South
Lake Tahoe and has served on the boards of economic redevelopment
corporations in Fresno and El Dorado Counties. Mr. Miller is
on the faculty of Lake Tahoe Community College and has facilitated
numerous regional and statewide meetings.
Kevin Cole
Member of the South Lake Tahoe City Council. During his eight-year
tenure, he has held the positions of Mayor, Redevelopment Agency
Chair, City-appointed member to the Tahoe Regional Planning Agency
Governing Board, as well as Board Member to the Tahoe Transportation
District, where he currently serves as chair. Mr. Cole has been
a leader in community development and redevelopment, with particular
experience and focus in the area of local and regional transportation.
General Counsel, League to Save Lake Tahoe. Mr. Steele is a founding
member of the Tahoe Transportation Coalition and has been active
in issues involving the Lake Tahoe Basin more than 50 years.
He has been a member of the TRPA Governing Board and the Tahoe
Legal Defense Committee, President of the League to Save Lake
Tahoe, on the Board of Directors of Alpine Meadows Ski Corporation,
and advisor to the Regional Forester. Currently, Mr. Steele serves
on the Board of Directors of the Tahoe Baikal Institue. He made
his first visit to Lake Tahoe in 1923.
Director of Infrastructure and Transportation Development for
the North Lake Tahoe Resort Association. Mr. McIntyre was instrumental
in the development of the North Lake Tahoe Tourism Development
Master Plan and the formation of the North Lake Tahoe Resort Association.
He is a five-term elected director of the Tahoe City Public Utility
District and Vice President of the Tahoe Recreation Association.
McIntyre is also the public appointee to represent the Truckee-North
Tahoe Transportation Management Association on the Tahoe Transportation
District Board of Directors.
Community Planner, U.S. Forest Service, Lake Tahoe Basin Management
Unit (LTBMU). Ms. O'Daly has been involved in a myriad of land
use issues over her nine years in the LTBMU. She is regularly
called upon to facilitate Forest Service meetings at all levels
in the organization. Over the past year, Ms. O'Daly has served
locally as facilitator for the Shorezone Partnership Committee,
a group representing both the public and private sectors to work
together to recommend solutions to Lake Tahoe shorezone issues.
Recreation, Engineering and Special Uses Staff Officer, U.S. Forest
Service, Lake Tahoe Basin Management Unit (LTBMU). Mr. West represents
the Forest Service in both the South Shore and Truckee-North Tahoe
Transportation Management Associations. He also is responsible
for roads, trails, facilities issues and recreation programs in
the LTBMU. He is a registered professional engineer with more
than 30 years experience in federal and state agencies.
Executive Director, Tahoe Sierra Preservation Council and Chair,
Tahoe Truckee Regional Economic Coalition (TTREC). The Tahoe
Sierra Preservation Council promotes private property rights as
well as business and economic interests. Ms. Gilanfarr was a
founder of TTREC, which focuses on issues in the region that promote
a healthy and sustainable economy.
Coordinator of the California Tahoe Conservancy's Public Access and Recreation Program. Mr. Lacey administers a grants program which funds recreational improvements throughout the California side of the Tahoe Basin. Since its inception in 1986, the program has authorized the expenditure of more than $23 million for the planning and construction of bicycle and hiking trails, lake access facilities, and visitor-orientation centers within the Basin. He currently serves as co-chair of the Tahoe Coalition of Recreation Providers.
Senior Planner in Tahoe Regional Planning Agency's (TRPA) Long
Range Planning Division. Mr. Strain specializes in recreation
thresholds and scenic resources. He represents TRPA on the Tahoe
Coalition of Recreation Providers and is the author of the TRPA
Ski Area Master Plan.
Professor Emeritus of Physics in the Department of Land, Air and
Water Resources at University of California, Davis. Cahill's
research includes studies on air pollution, air particulates (especially
fine particulates and haze) and global air pollution patterns.
He has studied air quality at Lake Tahoe since 1973. He is the
founder and head of the UC Davis Air Quality Group and principle
investigator of the joint IMPROVE air quality monitoring network,
which consists of five governmental agencies and three state associations,
at 76 U.S. national parks, monuments and wilderness areas.
Managing Principal, Harding Lawson Associates. Mr. Hester has
been actively involved in issues related to water quality and
erosion control in the Lake Tahoe Basin for more than 23 years.
Hester helped develop methodologies and practices to control
erosion and protect Lake Tahoe water quality, which are now employed
throughout the Lake Tahoe Basin. Since 1978, Hester has been
providing private consulting services to the California and Nevada
Departments of Transportation, TRPA, Placer County, Washoe County
and Douglas County.
Transportation Projects Manager and State Energy Program Manager for the Nevada State Energy Office. Mr. Brandmueller has coordinated two reports on alternative fuels to the Nevada Legislature. He manages several grants for transportation projects and assists with the U.S. Department of Energy 'Clean Cities' program groups in Las Vegas, Lake Tahoe and the Truckee Meadows. While serving in the mobile source branch of the Nevada Bureau of Air Quality, he was instrumental in developing the implementing regulations for Nevada's heavy duty smoking vehicle program, light duty diesel inspection and maintenance program and alternative fuels program.
