
Agenda/Minutes.
The agenda and meeting minutes from the October 3,
1996 meeting were approved with the following revisions: add Jim
Reedy to the list of attendees and remove him from the ED interview
panel. M/S/A Upton/Glogauer, abstn Gaskin
Nominations for Board of Directors.
Kruth informed the Board of Bob Scott's resignation
because of his move to San Diego for business and expressed his
appreciation for Bob's contribution to TCSF. Vance Peterson, President
of Sierra Nevada College, was nominated to join the Board and
approved unanimously. Lori Gaskin, Dean of Instruction, Lake Tahoe
Community College, was also approved unanimously. M/S/A Glogauer/Reedy.
Kruth and Glogauer discussed Eric Severance as a potential new
Board member and Irelan agreed to discuss it with Board members
not present.
Status Report.
Tahoe Truckee Forum: The Forum was a success with 152 people participating, including 90 at the breakfast roundtable sessions. TCSF received excellent publicity for its InfoTech program and for the NTIA grant work to date. Those attending expressed a clear desire to make the permitting process more efficient without changing environmental standards, and TTREC will consider facilitating uniform building codes in the Region.
SCP: The 1997 events are tentatively scheduled and work toward them is beginning. Funding is at a critical point. Irelan will devote additional time to writing grants, with emphasis on local and identified grant sources.
Information Technology: Progress remains steady on goals of the NTIA grant; important successes are getting the IPES database on line in a useable format, completing 22 homepages, and training TBWAN members in their continual updates. The next phase is to work w/TBWAN partners to create information needed by the community. The TNSNIP grant is completed, Lynn Purvis will write the final report indicating success in producing all grant requirements. Kruth reported on efforts to find funding for the Regional GIS feasibility study; California Dept. of Energy, Eilene Hoyt, and Lynn Purvis will help identify and write grants. The MOU with Cape Cod is completed with all groups in the process of signing. The Cape Cod/Tahoe internet link is completed
Financial Report: Reedy
reported current bank balance and the year to date financial situation.
TCSF approaches the end of 1996 with $47,142 of total income,
$45,073 of total expenses, and $2,070 in reserve.
Report on Interviews for Executive Director.
Kruth and Glogauer interviewed Scott Ross, Eric Severance,
and Dawn Armstrong. All were strong candidates. Kruth and Glogauer
recommend Ross for approval based on his managerial skills, his
performance coordinating the Tahoe-Truckee Forum, and his knowledge
of and interest in the goals of the organization. The Board approved
Kruth's finalizing a six-month contract with Ross with specific

Finalizing Action Plan.
The revised action plan was presented for approval.
Discussion identified the action items as broad goals and requested
that work plan items be added in the future to direct specific
annual activities. The Action Plan as written was approved. M/S/A

Other Business.
Irelan requested TCSF co-sponsor the Watershed Fair
with the Sierra Watershed Education Partnerships (SWEP). The Fair
will be organized by SWEP and their AmeriCorps members; Irelan's
involvement will not exceed that identified in the SCP as the
"End of the Project Learning Experience". Approved.

Next Meeting Date/Adjournment.
The next meeting will be held on Wednesday, February
5, 4-6 pm at Sierra Nevada College (Mountain Campus), Ralston
Hall Room 302. The 1997 meeting dates will be (all Wednesdays):
February 5, April 2, June 4, August 6, October 8, December 3.
